Dubai Enables Business Expansion Without New Legal Entities: A New Executive Resolution

The Dubai Free Zones Council (DFZC), chaired by His Highness Sheikh Ahmed bin Saeed Al Maktoum, has announced a major step forward for companies operating in Dubai’s free zones. With the approval of Executive Council Resolution No. (11) of 2025, businesses can now expand their operations locally without the need to establish new legal entities.

This new measure was a key topic during the DFZC’s 31st meeting, which focused on strategic initiatives to enhance the global competitiveness of Dubai’s free zones and promote sustainable economic growth.

A more flexible and integrated regulatory framework

The Council highlighted the importance of a streamlined and harmonized legislative environment, aiming to facilitate business activity and boost investor confidence. Discussions included the dual licensing system, which will allow companies to operate both within free zones and in the mainland, ensuring greater operational flexibility.

Attention was also given to the integration of digital platforms, simplification of licensing procedures, and resolution of jurisdictional overlaps.

Strengthening compliance in view of international evaluations

The meeting also addressed compliance readiness in preparation for upcoming international evaluation cycles (2025–2027). The Council reviewed progress in implementing the guidelines issued by the UAE’s National Committee for Anti-Money Laundering and Countering the Financing of Terrorism (NAMLCFTC), as well as alignment with the findings of the National Risk Assessment (NRA).

Several recommendations were put forward to enhance compliance efficiency, including digital transformation, risk-based activity classification, and the adoption of unified regulatory standards.

In line with Dubai’s D33 Economic Agenda

All these initiatives are aligned with Dubai’s D33 Economic Agenda, which aims to double the size of the emirate’s economy over the next decade and position Dubai among the world’s top three cities in terms of economic competitiveness.

The Council also shared updates on the development of special economic zones, reviewed key achievements, and discussed the progress of ongoing strategic initiatives.
