Vietnam Emerging Market: FTSE Russell Upgrade Takes Effect on 21 September 2026

Vietnam is about to cross a historic financial threshold. On 𝟮𝟭 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟲, FTSE Russell’s reclassification of the country from Frontier to Secondary Emerging Market status will officially take effect. It is the culmination of an eight-year journey and a strategic milestone that repositions Vietnam within the global investment landscape — with direct implications for foreign investors, multinational corporations and businesses evaluating market entry into Southeast Asia.

What the FTSE Russell upgrade means

FTSE Russell is one of the world’s leading index providers, with approximately 𝗨𝗦$𝟭𝟴,𝟭 𝘁𝗿𝗶𝗹𝗹𝗶𝗼𝗻 in assets benchmarked to its indices. Its country classification framework determines whether a market is included in globally tracked indices and, consequently, how much institutional capital flows into it. Being upgraded from Frontier to Secondary Emerging Market status means Vietnamese equities will be included in the FTSE Global Equity Index Series (GEIS), triggering a phased inflow of capital from index-tracking funds worldwide.

The transition will not happen overnight. Vietnamese stocks will be added to FTSE Russell’s global indices through a phased process extending into 2027. Nevertheless, the effective date of 21 September 2026 marks the formal recognition of Vietnam’s arrival as an internationally recognised emerging market.

Eight years of reforms behind the upgrade

Vietnam was first placed on FTSE Russell’s watchlist for potential reclassification in September 2018. The path to upgrade required substantial reforms to align the country’s financial infrastructure with international standards. The 𝗸𝗲𝘆 𝗲𝗻𝗵𝗮𝗻𝗰𝗲𝗺𝗲𝗻𝘁𝘀 that unlocked the upgrade include:

  • 𝗥𝗲𝗺𝗼𝘃𝗮𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗽𝗿𝗲-𝗳𝘂𝗻𝗱𝗶𝗻𝗴 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁 for foreign investors on equity trades — a long-standing barrier for institutional capital
  • 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗴𝗹𝗼𝗯𝗮𝗹 𝗯𝗿𝗼𝗸𝗲𝗿 𝗺𝗼𝗱𝗲𝗹, streamlining foreign investor access to Vietnamese markets
  • 𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝘁𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝗰𝘆 and reduced counterparty risk in the settlement infrastructure
  • Continued progress toward a 𝗰𝗲𝗻𝘁𝗿𝗮𝗹 𝗰𝗼𝘂𝗻𝘁𝗲𝗿𝗽𝗮𝗿𝘁𝘆 (𝗖𝗖𝗣) 𝘀𝘆𝘀𝘁𝗲𝗺 targeted for Q1 2027

David Sol, Global Head of Policy at FTSE Russell, welcomed the reclassification as evidence of “significant progress made in aligning with international standards”.

A financial upgrade against a strong economic backdrop

The upgrade arrives at a moment of exceptional macroeconomic momentum. Vietnam’s FDI performance in the first half of 2026 confirmed the country’s growing appeal:

  • Total registered FDI reached 𝗨𝗦$𝟮𝟰,𝟴𝟭 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 in H1 2026, up 𝟯𝟰,𝟵% year-on-year
  • Disbursed FDI hit 𝗨𝗦$𝟭𝟯,𝟬𝟯 𝗯𝗶𝗹𝗹𝗶𝗼𝗻, the highest first-half implementation in at least 18 years (+11,2% YoY)
  • Investors from more than 𝟲𝟴 𝗰𝗼𝘂𝗻𝘁𝗿𝗶𝗲𝘀 committed capital to Vietnam in Q1 2026 alone
  • Singapore, South Korea, Indonesia, China and Hong Kong ranked as the top source markets

Hanoi, in particular, continues to consolidate its position as one of the country’s leading investment destinations, attracting nearly 𝗨𝗦$𝟯 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 in FDI in the first five months of 2026 alone. Investment flows are increasingly directed toward high technology, financial services, green energy and industrial real estate.

What changes for foreign investors from 21 September 2026

The reclassification carries concrete implications for overseas businesses and institutional investors:

  • 𝗔𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝗱𝗲𝗲𝗽𝗲𝗿 𝗹𝗶𝗾𝘂𝗶𝗱𝗶𝘁𝘆 as index-tracking funds increase their Vietnam allocation
  • 𝗥𝗲𝗻𝗲𝘄𝗲𝗱 𝗺𝘂𝗹𝘁𝗶𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗶𝗻𝘁𝗲𝗿𝗲𝘀𝘁 in Vietnam as an attractive destination for regional headquarters and manufacturing hubs
  • 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗱 𝗰𝗿𝗲𝗱𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗹𝗼𝗰𝗮𝗹 𝗰𝗮𝗽𝗶𝘁𝗮𝗹 𝗺𝗮𝗿𝗸𝗲𝘁, opening new financing options for local subsidiaries and joint ventures
  • 𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗠&𝗔 𝗺𝗼𝗺𝗲𝗻𝘁𝘂𝗺, particularly in AI infrastructure and quality domestic businesses

Looking further ahead, Vietnam is now positioning itself for a potential MSCI Emerging Market upgrade as early as 2028, provided further reforms — including the full rollout of the CCP clearing system and expanded foreign ownership limits — are completed.
