UAE’s Removal from FATF Grey List: A Milestone in Financial Integrity and Security

In a decision announced on 23rd February 2024, the Financial Action Task Force (“FATF”) removed the United Arab Emirates (“UAE”) from its “grey” watchlist. This move signifies a significant milestone for the UAE, solidifying its position as a leading financial hub committed to financial integrity and providing a secure environment for business operations.

The FATF’s grey list includes countries with deficiencies in anti-money laundering and counter-terrorism financing systems but are actively working to address them. The UAE’s removal reflects its dedication to enhancing its regulatory framework and compliance with international standards.

The June 2023 Enhanced Follow-Up Report (“EFUR”) by FATF recognized the UAE’s significant progress in addressing the identified deficiencies. The report highlighted the nation’s improved framework for combating money laundering and terrorist financing, achieving high compliance levels with FATF Recommendations.

Since 2022, the UAE has demonstrated a strong commitment to combating financial crimes through enforcement actions, including imposing fines, conducting inspections, and seizing assets. The establishment of specialized courts and bodies further underscores the UAE’s determination to enhance its regulatory framework.

The Ministry of Economy’s data for March 2023 revealed significant fines imposed on DNFBP companies for non-compliance, indicating strengthened enforcement efforts. Legislative revisions aligned with global standards and measures to combat money laundering and terrorist financing have further bolstered the UAE’s regulatory framework.

The UAE’s removal from the grey list is not an invitation to relax controls. All stakeholders in the UAE need to maintain robust defenses and continuously improve compliance practices. The UAE’s enhanced reputation and removal from the grey list pave the way for a more open and secure business environment, positioning the country as an attractive commercial destination globally.
