UAE employers: the Wage Protection System has fundamentally changed.

On 12 May 2026, the UAE Ministry of Human Resources and Emiratisation issued Ministerial Resolution No. 340 of 2026, repealing Resolution 598 of 2022 and introducing the most significant overhaul of the Wage Protection System (WPS) since its inception.

Effective 1 June 2026, the new framework — aligned with the WPS 2.0 digital infrastructure — introduces real-time monitoring, accelerated enforcement, and significantly tougher consequences for delayed salary payments.

Key changes employers need to understand:

✅ Universal salary payment deadline
All wages must now be paid by the 1st day of each Gregorian month for the preceding month’s wages.
No grace period. No contractual flexibility. Any payment after the 1st is considered delayed.

✅ 85% compliance threshold
An establishment is considered compliant if at least 85% of total wages are transferred on time.
Importantly, this does NOT reduce employee entitlements — workers retain full rights to claim any outstanding amounts.

✅ Faster enforcement timeline
The escalation process is dramatically shorter under the new regime:

• Day 1 – Electronic monitoring begins
• Day 2 – Notifications issued
• Day 5 – Work permit suspension + formal warning
• Day 11 – Administrative fines and potential Third Category downgrade
• Day 16 – Automatic labour dispute registration
• Day 21 – Travel bans, asset attachment, prosecution referral

Under the previous framework, work permit suspension occurred at Day 17. It now happens by Day 5.

✅ High-risk sectors face stricter scrutiny
Construction, transport, cleaning, security services, recruitment agencies, and domestic worker recruitment agencies are specifically targeted for accelerated enforcement.

✅ Delegation does not remove liability
Employers may delegate payroll processing to third parties, but liability remains fully with the establishment.

The practical reality is clear:
With WPS 2.0’s real-time integration between MOHRE and financial institutions, payroll non-compliance will now be identified almost immediately — and enforcement action will follow quickly.

• Ensure WPS 2.0 integration with banks/payroll systems
• Reassess outsourcing or payroll delegation arrangements
• Brief HR and finance teams urgently
• Prepare for the 1 June 2026 compliance cycle

This Resolution signals a decisive policy shift by the UAE: wage delays will no longer be tolerated operationally or administratively.
