Over the past three years, Riyadh has made a remarkable leap in the global rankings of emerging innovation ecosystems, climbing 60 positions to secure the 23rd spot in the Global Startup Ecosystem Report 2025, published by Startup Genome in collaboration with the Global Entrepreneurship Network.
This achievement reflects Riyadh’s rapid transformation into a key innovation center and strategic gateway to the Gulf Cooperation Council (GCC) market, valued at over $2 trillion. The city now ranks third in the MENA region for startup funding volumes, a clear indication of growing investor interest.
At the core of this momentum lies Saudi Arabia’s Vision 2030, a national strategy aimed at economic diversification, talent attraction, and the development of high-potential sectors such as fintech, artificial intelligence, cybersecurity, smart cities, and digital health.
Since 2018, the Saudi market has attracted over $2.6 billion in venture capital investments, driven by public funds including Saudi Venture Capital Co., Jada, and the Public Investment Fund. While many global ecosystems face investment slowdowns, Riyadh stands out as one of the world’s most resilient and forward-looking innovation corridors.
According to the report, the Kingdom ranks among the top three globally for investment-to-impact ratio and third for funding volume. It also ranks fourth worldwide for talent availability—demonstrating its ability to attract and retain entrepreneurial skills. Riyadh now hosts regional headquarters for global players such as Google Cloud, Amazon, and SAP, confirming international confidence in Saudi Arabia’s innovation landscape.
The government has created a founder-friendly environment, offering 100% foreign ownership, fast-tracked licensing, and innovation-enabling regulations. Programs like CODE and the Digital Government Authority’s sandbox frameworks are helping to accelerate time-to-market for new technologies.
In addition to fintech, other key sectors such as cybersecurity, logistics, and edtech are thriving, supported by an ecosystem that encourages strategic partnerships and provides access to public procurement channels.
